Can't Install Downloaded Theme from Third Party

    I downloaded a theme from another website and I do not have the “Install Theme” tab on my wordpress. org page and I do not have the “Add New” option either. I am only hosting through WordPress at this point, no other web hosting site.

    Can’t figure it out. Thanks!
