Can't import XML file from WordPress.com–"File is empty" issue.

I am trying to import my WordPress.com XML file to my new WordPress.org installation, and I keep getting the same error–

“Sorry, there has been an error.
File is empty. Please upload something more substantial. This error could also be caused by uploads being disabled in your php.ini or by post_max_size being defined as smaller than upload_max_filesize in php.ini.”

I have already added a php.ini file (I am hosted through WordPress file) and changed the values of the memory limit, max filesize, etc. I also tried splitting the file but that didn’t work either. I also made sure uploads were enabled. It’s only a 2.28MB file. I really need assistance with this so any help is appreciated. I have never had this problem before and it’s going to hurt my business.
