The issue is usually caused by a conflict with the theme or with another plugin. It’s recommended to disable all plugins (except WooCommerce) and temporarily switch to the default Storefront theme.

Thanks for your quick response. It turned out to be a plugin called super simple tax exemption by Bobby Wilson. When I deleted it and checked to reinstall, it said that it had not been updated in 8 years and is untested with my version. I will start paying more attention to those statements in the future!
Now I will try to find another plugin that does the same thing.
