cant get site back online

Uninstalled then reinstalled….changes I make in the dashboard do not effect offline message and cannot fin where they are in the database….I did have loginizer installed and I was locked out but uninstalled and reinstalled that as well after I got back in

When I am logged in as admin the site shows if I select view site but once I log out it is offline again.

Tried on many computers and in incognito window.
