can’t get into network administration dashboard

    site dashboard comes up but I can’t get into network,i wanted to disable plugins to check why site was getting errors but can’t get to them at all.I get this instead
    Fatal error: Call to undefined function wp_get_current_user() in /home2/howtowoo/public_html/wp-includes/capabilities.php on line 615

    I get that on any “network” part I try
