In the WordPress.org plugin directory, this plugin's Description says, "Top & Bottom positioning" and the header image shows the notification bar at the top of the page. However, on the plugin's settings page, the radio button for "Top" is disabled.

  3. @Web Settler This is the current text of your plugin page.

    • Call to action Button and Email field.
    • Responsive/Fluid .
    • Add CSS Gradients.
    • Top & Bottom positioning.
    • Enable/Disable Close button.
    • Close Button available at both left and right.
    • Add custom html, style, buttons and much more.
    • Design your own bar according to your theme.
    • No developer logo or water mark.
    • Allow you to make your custom bar.
    • Best WordPress bar plugin.
    • Most important features included.
    • No Short Code

I took the liberty of not copying the Buy! link. ;)

That's a horrible page. It does not delineate what is in the free WordPress repo plugin and what is in the "premium" version.

Can you please update that? The plugin guidelines are pretty clear about bait and switch (see item #5).

I think you can easily understand the concern.
