can't display chinese character HELP

    I am a complete beginner in wordpress and in fact I just started 2 days ago. I have been trying to display the chinese words I wrote and it came out to be all ???????? in the display. I checked that the encoding is UFT8 and even though I have downloaded plugins like “IIS Chinese Tag Permalink” it still didn’t work.

    As I am totally ignorant in these things, I would really appreciate if someone could help me with this.
