Are you at least able to click on a widget and see an interface that looks like this? http://i1.wp.com/www.wptavern.com/wp-content/uploads/2013/12/WP38WidgetManagement.jpg The ability to click on a widget and add it to a sidebar was one of the improvements added to WordPress 3.8. However, the ability to drag and drop them into sidebars was not removed.
Have you tried disabling all of your plugins and then modifying a widget?
Ok, it was a font-resizer plug-in that was disabling the click and drag/drop ability.

I have installed fresh wordpress after deleting everything from cpanel but still the issue persist.
