Can't change uploads folder

Not sure if the site had this problem before updating to 3.5 but I don’t have the two fields that let me change the uploads’ location. Here’s a screenshot:

And I just recovered from a problem where any image (yes, including WP core ones) 404’d. And I have no idea what solved the problem. And yes, I tried disabling all the plugins.
