Can't change admin language and link paths are broken (1 post)

I used XCloner plugin to create backup of live site then restored the backup to the localhost for development. After changed the database settings, everything went well until I noticed that all links are broken, now it’s look like this http://192.168.1.55/es/ultimolibro/tao which is wrong, it should look like this http://192.168.1.55/mromero2/es/ultimolibro/tao

Second issue is I can’t change language of admin panel. It always in Spanish. I have tried to change the line define(‘WPLANG’, ‘es_Es’); to en_GB. It’s still not working, even I left the second parameter as blank string. Actually it’s not changing at all no matter what is the second parameter’s value. I’m pretty sure that I have all English language files in right folder. (Copied from official download)

PS. When I logged in to admin panel, I noticed that there are 2 flags in the bottom-left corners which I can swap between languages.

Please help. I have spent almost whole day to fix this and nothing comes up.
