Can’t Access Dashboard with Admin Login

I can’t access the WP dashboard function.
I have full access to the databases and WP files via FTP and Plesk (GoDaddy’s web manager software.)
Looking at the usermeta database, my user is set up with wp-capabilities set at:
a:1:{s:13:”administrator”;s:1:”1″;}
wp_user_level is set to 10
I can log in to the site iteself. It shows my login.
However, when I try to access the Dashboard url, I get two error messages. If I am not logged in to the site when I try to access the Dashboard, I get this error:
“Error: Cookies are blocked or not supported by your browser. You must enable cookies to use WordPress.”
If I try to log in to the dashboard again, I get logged in to the main WP page, but I can’t log in to the Dashboard. I get this error message:
“Sorry, you are not allowed to access this page”
I’m using a Chrome Browser, and have set my cookie settings to allow all cookies.
I’ve disabled all of my security/anti-virus settings.
My guess regarding what is going on is that while I am able to log in to WordPress, the site doesn’t seem to be recognizing my admin credentials.
I’ve spent hours and hours trying to fix this. I’ve created new admin users by altering my user and usermeta files.
I have tried to add a new admin user by changing my functions.php file in the theme to add a new user and setting the role as “administrator.”
None of this has worked. If I had hair, I would be pulling it out by now.
Does the collective have any ideas?
