Cannot uninstall from WordPress Network

    When I disable the plugin in the Network I cannot uninstall it because it is still active on the main site. The plugin does not show up as one of the active or inactive plugins on the main site when it is activated or deactivated in the Network.

    It says

    The plugin is currently enabled in community mode.

    I do not see anything that says Community Mode in the Network Dashboard or General Settings or any other tab.

    There is also no Uninstall feature I can find anywhere even though one of the releases says it is there.
