I’m ready to be on the line as others, but it simply doesn’t allow me to submit a new plugin.
@edvard Ananyan Did you checked the number while submitting? I mean if the number is 103 after submitting your plugin it should changes to 104. In that case you’re submission is successful, I guess. Also take a look at this codex page –Plugin Submission Codex Page

Hi,
Currently it shows this:
Add Your Plugin
Currently there are 108 plugins in the review queue, 79 of which are awaiting their initial review.
Submit your plugin for hosting
And the submit form is empty!
So I’m not able to submit any form. But as you can see from the previous message the number of submitted plugins grows.

@edo888 Have you tried from a different browser and/or PC? The https://wordpress.org/plugins/add/ loads a form for me every time on each PC or Mac that I try on.
I agree with Jan, try a different browser or update your browsers.

People the form is not there. I check the source code, the submit form is not there with any browser.
It seems to be an issue with my user, what should I do?
