It looks like Jetpack is the culprit here.
Site Reviews uses SVG images for the stars, but since you have Site Accelerator enabled (Jetpack → Settings → Performance → Performance & speed), all SVG images are throwing a 400 error.
And when you try to load the SVG image directly in the address bar of the browser, the following error is shown on the page: Error 0004. Unable to load the image.
To fix this, you may need to contact the Jetpack support team: https://jetpack.com/contact-support/?rel=support
If you have disabled Site Accelerator and the images are still not loading, please let me know as the issue may also be due to your server configuration not recognising SVG files as images.
We do not have jetpack installed, or site accelerator. I also disabled a handful of apps to see if that would help. But we still do not see the icons. Could the site accelerator be installed on the hosting account separate from wordpress? Thank you again for the support.

Since your image paths are prefixed with https://i1.wp.com
, either your account is hosted by wordpress.com, you are using an optimisation plugin that uses the WordPress CDN, or your hosting provider is using it.
Please use the Contact Support section on the Site Reviews Help page to send me your system info report.
It looks like the CDN plugin you are using is causing the problem ( @keycdn ).
This works:

But this does not (this is what your website is trying to load):
https://i1.wp.com/sunsetspm.com/wp-content/plugins/site-reviews/assets/images/star-empty.svg
As you can see, the image URL that does not work is the one using the CDN.
Since you are using the CDN Enabler plugin, to fix this you will need to add .svg
to the list of Exclusions in the CDN Enabler plugin settings.
