Cannot run upgrade.php

After uploading the files, when I try to run the:

http://www.mysite.com/blog/wp-admin/upgrade.php

I get an error:

Fatal error: Cannot instantiate non-existent class: wp_locale in /home/mysite/public_html/blog/wp-settings.php on line 252

Any ideas?
