cannot navigate through pages in categories | WordPress.org

my site is paged (more than 10 posts) and I can navigate using the buttons at the bottom of the page when I am at main page (where all posts listed).
However I cannot navigate in categories (using the same buttons). Clicking “next” does nothing while expecting to show me the next ten posts under the same category. that would be great if you can fix this. Thanks !

I got the solution, could you please implement this:
in the url I see #038; instead expecting ampersand. to be more precise:
http://talhaoz.com/?cat=38#038;paged=3 (currently what I get when I click on button 3 )
http://talhaoz.com/?cat=38&paged=3 (what it should be, this works as can be tested/seen by going to this url)
