Cannot login to wpadmin getting "Not Acceptable"

I haven’t been able to log-in to wpadmin. It keeps sending me to a page that says:
Not Acceptable! An appropriate representation of the requested resource could not be found on this server. This error was generated by Mod_Security.
I have tried the troubleshooting instructions and deactivated all my plug-ins and my theme from my wpcontent file in c-panel. Still didn’t work. I reactivated everything and am trying to contact hostgator. Any suggestions?
