    If the error message is showing the name of the plugin it may not have been fully deleted.

    No dashboard access is required. You can remove a plugin using the file manager in your webhosting account or using ftp access. Look in the WP Content folder for a folder labeled Plugins.

    An another option is to install the plugin again via FTP and then remove the plugin properly.
