cannot login to admin panel

Hi,
I downloaded and installed the latest version of wordpress and i am unable to login to admin panel. WHen i login, i get redirected to the same page. WP is hosted on my own pc and i get redirected from : –

http://localhost/wp-login.php

to : –
http://localhost/wp-login.php?redirect_to=%2Fwp-admin%2F

I tried reinstalling it but didnt help. I also installed a previous version on a new database and it still didnt help. Btw i am using xampp.
