Cannot find ‘Options’ on the Dashboard anywhere

Okay I’ve tried not to post this question but I have looked in every conceivable place for this including this forum for an answer. I absolutely cannot find the way to access main ‘Options’ on the Dashboard.

To the top right I have ‘Help’ and a drop-down box with ‘Screen Options’, slightly to the left and above those I see another drop-down box that says ‘New Post’, no where on the page or within the drop-down boxes can I seem to access basic options. I have changed column widths and everything else I can think of. I feel stupid as I can see that almost everyone else has found it. Please in the simplist terms can someone guide me to where this might be? Alternately, is there any way it could be hidden or even accidentally removed?
