Cannot disable shipping methods

    I’m using 1.11.8.

    I went to the shipping options page to make some changes and clicked ‘Save changes’, now all shipping methods are enabled and I cannot disable any of them.

    This is causing a major issue as my client definitely does not want to provide free shipping!
