# Cannot create phar error

 * After inputting MaxMind License Key and pushing Save changes button I am getting
   the error:
 * “Cannot create phar ‘C:/Windows/TEMP/b04d6798bb9df259488c027f555cc8b8tmp’, file
   extension (or combination) not recognised or the directory does not exist”
 * License key is not getting saved,
 * Changing C:/Windows/TEMP folder access permissions doesn’t help
 * The site is running on Windows and IIS

 * This usually happens when there is no Phar package enabled for your domain. This
   is something you will need to contact your host about and have them double-check,
   and enable if it isn’t enabled.

 * Thanks for your response, but that is not a case,
 * Phar module is installed [https://ibb.co/2nPTTf0](https://ibb.co/2nPTTf0) and
   the directory has all the permissions I also tried to use /wp-content/plugins/
   temp/ temp folder by specifying
 * > define(‘WP_TEMP_DIR’, dirname(__FILE__) . ‘\\wp-content\\plugins\\temp’);
 * the error is still the same:
 * > Cannot create phar ‘C:/inetpub/wwwroot/mysite/wp-content/plugins/temp/f0d80dd1859028960cd6ce2cfd9b96c9tmp’,
   > file extension (or combination) not recognised or the directory does not exist
 * I tried to manually download and place db file into
 * > /wp-content/uploads/woocommerce_uploads/t357Bx04qYXOXn9oWdhRbJ33mBzq34SA-GeoLite2-
   > Country.mmdb
 *  – but that doesn’t work either (woocommerce doesn’t use manually placed DB file
   if there was this error on beginning )
