Cannot Connect to Database (and Resolution)

I am migrating a package onto Bluehost and Step 2 (database connectivity) fails. Here’s why it fails: There is an ampersand (&) in the password that was automatically generated by Bluehost in creating the database (I am using overwrite mode). When Duplicator reads this password from wp-config.php, it changes the password to the HTML form of ‘& a m p ;’ (without the spaces) which now looks like 5 independent characters instead of the one ‘&’. When I deleted the ‘amp;’ portion and left just the actual ampersand character, it worked.
