# Cannot activate plugin

 * I have a plugin (Add Meta Tags) installed on a website, its files are in wp-content/
   plugins. But when I navigate to /wp-admin/plugins.php in order to activate it,
   it sometimes shows in the list and sometimes it does not.
 * In /wp-admin/plugins.php if I click on “All” it does not show and the plugin 
   count is 16. If I click on “All” again it shows and the count becomes 17. It 
   toggles like that as I click “All”.
 * If I try to activate it I get this error message “Plugin file does not exist.”
   If I click try to activate it again I get the messages “Plugin activated” and“
   The plugin add-meta-tags/add-meta-tags.php has been deactivated due to an error:
   Plugin file does not exist.”
 * I have tried to uninstall and install it again without success. The same issue
   happens with other plugins as well.
 * Any help will be greatly appreciated.
