Cannot activate due to fatal error

  • When I try to activate this plugin, I get

<blockquote>Fatal error: Uncaught exception 'FileOperationException' with message '<strong>/home/********/public_html/wp-content/w3tc-config/master.php</strong> could not be created, please run following command:

    How can I fix this?
