Cannot access MaxButtons

I have added the MaxButtons plug in, but cannot access it. I have tried deactivating and reactivating it, but that is not working. On the left pannel of the dashboard, where everything is listed, (posts, media, links, comments) etc, there is not even a tab that says Max Buttons. When I click on the plugins tab, I see MaxButtons and can click buttons or deactivate. When I click buttons, the response I get it “You do not have sufficient permissions to access this page.”

I would like to create a button on my home page that sends the user to one particular blog that is very important and will always need to be accessed in an easy manner – I do not want the blog to get lost in the mass of blogs I will be creating.

If you can please help me, I’d appreaciate it!
