Thanks. This has been the only failure in about 14 successful registrations, so I will put it down to human error perhaps! I downgraded the user manually in the admin site and then removed them, so he is going to try again.
Once the recurring payment is set up, does Paypal just process those automatically – ie is there an interaction with my site each month for each person or that occurs just at sign up or cancellation?
And a second question if I may. I’ve signed up to Stripe. Can I change my payment gateway now to Stripe and avoid disrupting the ongoing payments from members that have already signed up?

Thanks for the feedback Steve, there will be an interaction between your site and payment gateway every time a member payment is processed. This includes for recurring payments, and orders should be created for all recurring orders.
You are able to change to Stripe, users that are ‘tied’ to PayPal will still be billed as the payment gateway handles the payments. However, when cancelling there may be an error of “unable to find the subscription” and the user’s membership will be removed but their subscription might still exist in PayPal and an admin would need to manually remove this subscription or the user would need to login to their PayPal account and cancel this future payment.
