Can your plugin create a cloud server website?

The website I want to create is like this.
1. Is there a way for your plugin to be compatible with Mycred plugin or Can i create a subscription plan with a third party plugin and set your plugin to use the roles from that plan?
2. The subscriber get storage online. The server will be connected to the Amazon S3.
and set restrict of storage by roles.
