Can your Host block xmlrpc.php

I cant seem to access my xmlrpc.php file when using Flickr, Flock or Deepest Sender. Could my host be blocking its use via a different php set up?

I’ve installed setup a local copy of my wordpress install on a server with php etc and I can get Flickr, Flock and Deepest Sender all to work, but not with my host.
