Can you have a tooltip in your sidebar?

Hi. I am working on a site where my client wants to have an image, more like a button, in his sidebar (I am using a Text Widget for the png file), but when you hover over, it pulls down some text in a box that has links in them. I figured I could use a tooltip for this, but Tippy only seems to work on posts or pages. I want to have it work on the sidebar. Is there a way to do this? Are there any plugins that work this way? Any help would be greatly appreciated!!!
