Can you create a page without using a theme?

I need a VERY basic page.
It needs to be dark blue background
Have a header in white block letters
and then have 2 videos posted under the header.

Every theme I find I have to try and change the code to get rid of a menu or do other things to make it that simple

there has to be a way that I can build this REALLY easy page without using a theme? Is it possible?

Hex code for the background would be something like #0b163f
Font for the header which would say “Meet Our Coaches” would be something like Britannic Bold hex code for that font #ffffff and I’m not sure the size but pretty big at the top of the page.

Can anyone tell me if there is a pretty easy way to create your own page without having to use a theme?
