Can users create a private forum?

I have read up on this plugin but can’t seem to find an answer for the following question:

Can this plugin let a user (who does NOT have an admin role) create a private forum and invite (or add other users) to that private forum? That forum then remains closed to the public but open only to that group. Something like Facebook Group or Google Circles.

Importantly, all of this should happen at the user level (participant or subscriber) from the front-end without the intervention of an admin.

no, only admins or mods can create forums, and then only from the backend.

It would be a hefty re-write to perform that function – sorry
