Can this plugin handle the category based product filter fees?

    In simple terms, if people choose cod as their payment gateway & their cart contains product from category 1, they should be charged a 5% extra fees. If they select from category 2, they should be charged extra 10% if they select from others they shouldn’t be charged anything
