Can someone help me write a plugin?

I have an idea for a plugin, and it’s functioning as a standalone html/css/javascript thing, but I’m not sure how to convert it to a plugin. I’ve read a bit on how to make plugins, but I’d really like to collaborate on getting it into plugin form with a wordpress plugin developer. Any ideas on where to go to connect with a developer?
