Can shopping cart contents be used to submit a form instead of make a purchase?

Hello. I’m looking to add shopping cart functionality to a real estate website. However the shopping cart has a non-standard requirement, and I am wondering if Woocommerce can handle it. The requirement is that visitors to my site will not be able to purchase the items in their Woocommerce shopping cart. Visitors should only be able to submit a single inquiry form which references all items in the shopping cart. We will then follow-up via email or phone at a later date.

Can Woocommerce be used to accomplish this?
