I was facing the same issue in xampp and then I thought this was a xampp issue then I uninstalled xampp and installed again but still faced the same issue, at this point I thought this was a xampp issue itself then I decided to install another application. And then I installed laragon (a similar program) but still there also I faced the same issue. and BTW I uncommented the curl line => extension=curl in the php.ini file and also added this line => define(‘WP_HTTP_BLOCK_EXTERNAL’, false); in the config file still the error persists.
