Can not change Free shipping option in woo commerce

    In the woo commerce shipping setup page I am unable I am unable to change for free shipping option to flat rate shipping. I have checked the radio button but that check mark stays on the free shipping option. I have tried several times with the same results. Is there anyway to fix that?
