    Is there a way as we develop a new plugin to have it go through submission and be temporary or password protected so that we can build the marketing material around it, content, and plugin page plus test the entire process before having it go live on the same system?

    Obviously we have extensive testing of our plugin in our testing environment, but wanted to have instructions, screenshots, and more all done on the wordpress site before actually opening to public?

    No, sorry, plugins can only be submitted once they are ready for public release. You are, however, welcome to tags your first release as a beta or alpha version.
