Can I filter add_submenu_page so I don’t have to edit a plugin?

I’m using the plugin Manage Stickies and I’d like my editors to be able to use it however in the plugin, the author set the sub-menu visibility to user role level 10 so only administrators can access it. Is there any way I can filter that out to allow users with role level of 7 see menu without editing the plugin? Or can I filter it to use the Capability instead of Role?
