Can I disable the "New Feature"/"How To" popups in the dashboard?

I’m doing a project with complete customization by role of the WP dashboard for a community driven site – much of the user activity happens in the admin panel.

As I register new test user accounts I’m getting the blue/white “new in WP”/”How To”/”Tour” helper popups (when the user email is new to the system)–

these are both unnecessary for our purposes and breaking the branding of the site for the newly registered.

Is there a way to turn those off altogether? Can’t find any mention of them anywhere, but I may well not be using the right term to search.
