 * Yes, you can. You’ll need a role management plugin though.
 * The one I recommend is called Members by Justin Tadlock: [https://wordpress.org/plugins/members/](https://wordpress.org/plugins/members/)
 * What you’ll do is install the plugin, go to Users->Roles. From there, edit the
   Subscriber role.
 * Check the box that says: upload_files
 * Save.
 * Now your subscribers should be able to change their picture.

 * The problem now is that Subscribers can access the main Media Library,
    Seen 
   there all Media on site (Used or not).
 * Can that be somehow changed?
