Can an admin create a ticket for a client to do something?

Say I want my prospect or client to go fill out a form before our next meeting. Can I create a tick that would send them an email notification to go do something or no is that not possible?
So to be clear, this is not the agent creating a tick for the other agents on behalf of the clients. This is the agent creating a ticket for the client to do something.
