Can a user upload a photo to a theme background?

    I’m looking for an option with a user can upload their photo, to a set background frame that they can then download and share. To be more specific, I want the user to be able to create their own mugshot with the client’s custom “police department” frame.
    Can anyone help direct me to how I can source a developer to create this plug in or if this is already available?
    Remember those mall photo booths with the “Hawaii background?” something like that.
    I’m not sure what to even search for LOL! Custom background avatar?

    There are quite a few place online that you can look to, but what I would recommend is looking at your local WordPress meetup ( if there is one ) before proceeding to other venues.
