Calling Categories from database

So what I want as a result from all this is 4 links, within the footer of each of about 400 sites, that all lead to the blog’s home page/directory root. The anchor texts for each site is the primary 4 keywords I hammer on in my SEO. Conveniently the categories with the lowest 4 ID’s are those 4 keywords.

I know very little in PHP, but have tried researching the codex, and the potentially useful functions in the wp core. I’m not sure if the list cat function will suffice since it will format it as a link that points to the category’s index.

Any thoughts? I will just use shell to blast out any changes I make. I’d love to make this automated as updating 4 footer links per site times a couple hundred a month and we’re looking at quite a bit of over head 😛
