The caching only affects how often the data is collected from Twitter, not how long the Tweets are shown for. They’re only shown if they qualify under the settings of the widget or shortcode – for example, if they’re one of the most recent 5 Tweets (if that’s what you’ve asked to be shown).
They only disappear when they no longer qualify to be shown.

So if I understand right, if cached, the latest 5 tweets (if that r my settings) are shown “forever” if not there are no more with a certain #.

Absolutely. Until someone does 5 more tweets and they get replaced.
There is an occasional problem where Tweets that have been deleted continue to appear as part of a search… Is that your issue?
