bwp minify shows as a blocking css resource

I installed bwp minify which helped my google pagespeed insight score but it showed up as a blocking css resource. I then installed jch optimize and speed booster pack. The notice for a blocking css resource disappeared and my google page speed score sky rocketed. The next day I tested again and my scores were back down again, with bwp minify showing up as a blocking css resource again. Is there anything I can do with this plug in to help optimize its css delivery?
