PayPal Payments replaces the regular “Place order” button with the PayPal smart buttons.
If the smart buttons are not loading for you, it should first be confirmed the account is connected correctly.

Could you share please with us a copy of your WooCommerce system report while the PayPal Payments is active?

Unfortunally the problem is not solved yet. And it´s not the smart button. It´s the regular button and there is no chance to complete the checkout (only for Paypal, the other payment options appear with button)
Maybe the problem apperars because we use the plugin “German Market”

The regular “Place order” button is hidden in favor of the PayPal smart buttons which should load within a few seconds on the first page load.
There shouldn’t be any compatibility issues with the German Market or Germanized plugins but it is difficult to tell without seeing the actual behavior.
Have you given it a try with the suggested conflict testing to see if the behavior persists with only WooCommerce, PayPal Payments, and the Storefront theme active?
If the problem persists in the minimum setup, we would like to have a closer look at your site configuration with a copy of your WooCommerce system report.
