It can be difficult to pinpoint a rootcause based on your description.
Is all 3 sites on same WP version ?
And on same Frontier Buttons version ?
Without knowing, I suspect that this could be a conflict with another plugin.
It requires a jquery hack to allow editor control of comments, which I have implemented in Frontier Buttons.
I use the built in version of jquery, but if a plugin overrides the jquery version it could have an impact.
Have you installed (or updated) other plugins recently ?
And can yo7 try and disable all other plugins, and then test if the editor works for comments. Then activate plugins one by one, testing in between to find the conflict.

We’ve been using the Frontier Buttons for some time now. All of a sudden, they are not showing up on two of our three sites. We have the teeny editor chosen for use with comments by guests.
I have verified that all three sites have the plug-in activated.
I’ll post some single post pages from each site…
Site one uses a commercial theme. The buttons are not showing up for comments.
Site two uses a Genesis theme. The buttons are not showing up for comments.
Site three uses a Genesis theme based off of site two’s code. It’s basically the same theme setup. The buttons do show up for comments.
