I just tried it on my testing server (separate server and separate install of WP) and I get the same thing. I cannot access it. There isn’t any issue with downloading just 1 file, just the bulk download. The “Error” message is given if the zip file is not able to be created. IT guy looked at PHP file you reference and noticed that it creates the zip file in a temp directory and suggested I look at the permissions. Once I changed it to writable, it worked.
