Hello, we have a few thousand images with descriptions assigned, and would like a utility that can grab the context from the description field and add to the alt descrip field. Does this exist?

Hello,

You may try checking some plugins which can help you to do a bulk edit.

Something like :

https://wpsheeteditor.com/wordpress-how-bulk-edit-image-seo-alt-text/

https://wordpress.org/plugins/media-library-helper/

In case you don’t wish to use the plugin, you can do that with Database operation by executing the SQL queries.
